National Literacy Policy: the importance of a critical look

This study consists of analyzing the National Literacy Policy (2019) and its considerations on literacy in Brazil. The topic in question raises concerns arising from political, social, economic and cultural aspects. This work aims to contribute to fostering scientific debate about the current PNA, as well as to the development of a critical look at literacy proposals, which are treated as solutions to the failures of this process. We start from the Catholic Church's dominance over reading and writing practices and the economic interests that permeate literacy policies. To this end, we used qualitative research through the documentary study of the National Literacy Policy notebook (2019), whose corpus will be analyzed based on Soares (2009, 2020), Mortatti (2004, 2019), among others. We understand that the phonic literacy method is not doomed to failure, but that it alone cannot direct students towards critical and reflective literacy. In view of this, we understand the importance of literacy policies that take into account training aimed at the autonomy of individuals in society, which is centered on the social practices of reading and writing.
