Práticas de contratualización no governo filipino: una experiencia de la Universidad Estadual X

Este estudio empleó un diseño cualitativo como método para describir la práctica de la contractualización en el gobierno filipino a través de la Experiencia de la Universidad Estatal X. Esta universidad, cuya financiación es asignada anualmente por el Estado, ha observado recientemente una contractualización que describe mejor la práctica en las instituciones gubernamentales filipinas. Los investigadores utilizaron narrativas como datos cuantitativos recopilados mediante entrevistas. Las entrevistas se realizaron con personas directamente involucradas en la práctica de la contractualización en las oficinas administrativas y académicas de las instituciones de educación superior seleccionadas. El estudio contó con un total de doce (12) informantes clave: cuatro profesores invitados, cuatro empleados administrativos de agencias y cuatro empleados de limpieza o mantenimiento. Se ha descubierto que la contractualización es una práctica común en todo el gobierno filipino. Si bien las prácticas de contractualización dependen de las políticas locales de cada agencia gubernamental, es necesario que la Comisión de Servicios Civiles racionalice las políticas nacionales relativas a la contractualización en el gobierno filipino para proteger los intereses del gobierno y mejorar el bienestar de los filipinos.
