The Precarious Nature of Affirmative Action in Admissions to State Higher Education Institutions in Alagoas

Abstract

A consolidated understanding exists that socio-economically disadvantaged groups, frequently identified by race and origin, necessitate public policies to mitigate structural disadvantages. Consequently, the absence of effective affirmative actions for student entry into Alagoas' state universities constitutes not only an administrative shortcoming but a profound legislative omission that infringes upon the fundamental right to education and, by extension, other rights enshrined in the Federal Constitution. In this regard, the present research is primarily justified by the lacuna within Alagoas' educational system resulting from this omission, necessitating an investigation into its practical manifestations. Therefore, this study proposes, through extensive and dense bibliographic and legislative inquiry, to comprehend the underlying hypotheses of this problem, and to examine existing affirmative actions implemented in Alagoas, conducting a comparative data analysis with various other institutions possessing a wider array of admission modalities.
