ABSTRACT: The outbreak of bugs-to-the-foot that has reached the lagoon fringe of the Alagoas capital, Maceió, in Brazil, since the beginning of 2017, has rekindled the debate on development in the region. The aim of this study was to study the outbreak of the insect, in which it brought other situations for discussion that involve from elementary rights to the infrastructure of the place. From the understanding of economists Celso Furtado (1974), Amartya Sen (2000) and Gilberto Dumpas (2006), it was discussed how development is a myth and is still far from reaching the lagoon population in Maceió. Through narrative research the present work was developed. Since the beginning of 2017, questions about the bug have been simmering, mainly in the press. Her agenda, apparently, has not yet managed to mobilize the political agenda, so that the development of the region is no longer just discussed, but can be treated as a priority and effectiveness.
