Public funding for mental health in Brazil on the Psychosocial Care Network (2014–2024)

This study analyzed public funding for mental health in Brazil between 2014 and 2024, with an emphasis on the impacts on the consolidation of the Psychosocial Care Network (RAPS) and the implementation of the principles of the Psychiatric Reform. An integrative literature review was conducted, searching the LILACS, MEDLINE, BDENF, and ColecionaSUS databases using keywords and Boolean operators, including complete original articles published between 2014 and 2024, in Portuguese, English, or Spanish, in the Brazilian context. Of the 233 studies identified, only four met the established criteria. The results showed that, despite the expansion of Psychosocial Care Centers (CAPS) and other RAPS devices, regional inequalities, weaknesses in intersectoral articulation, and chronic underfunding persist, aggravated by Constitutional Amendment No. 95/2016. Social policies, such as income transfer programs, have a significant protective effect on mental health, indicating the importance of intersectoral strategies. It is concluded that strengthening mental health within the Brazilian Unified Health System (SUS) requires continuous funding, budgetary planning compatible with territorial demands, and integration with broader social policies, guaranteeing comprehensive, equitable, and sustainable care.
